1.For iOS 13, photos app will not pop up, you can find your photos from Photos app and information can be found from Files app.
2.When connecting a wired mouse to your iPhone or iPad, iOS 13 is needed and you should enable the Assistive Touch on your iPhone or iPad Settings.
3.Only when the system version is iOS 13 or higher, the external USB flash Drive can be connected. And the files system requirement of the external USB flash drive is Fat32 or ExFat.
